引用 Debian 参考手册上的话：
Debian 参考手册 旨在为运行 Debian 的用户提供全面的指导。书中提供了大量 shell-command 实例，它们涵盖系统管理的方方面面，包括的主题有：Debian 的基本概念、系统安装提示、Debian 软件包管理、Debian 中的 Linux 内核、 系统微调、建立网关、文本编辑器、CVS、程序设计、面向非开发者的 GnuPG 等， 每个主题都包括基础指南、实用技巧和其它相关信息。
Debian 参考手册有多种语言的翻译版本，只需要
apt-get install debian-reference-zh-cn
就可以在 /usr/share/doc/Debian/reference/ 下面找到参考手册了。
Policy
Debian Policy 的 Abstract 是这样说的：
This manual describes the policy requirements for the Debian GNU/Linux distribution. This includes the structure and contents of the Debian archive and several design issues of the operating system, as well as technical requirements that each package must satisfy to be included in the distribution.
获取方法：
apt-get install debian-policy
然后就可以在 /usr/share/doc/debian-policy/policy.html/index.html 找到
一个 HTML 格式的版本。
